No, Special Research does not have a time limit. Timed Research has a time limit usually tied to events.

I missed out on Landorus, how can I complete the Special Research?

Therian Forme Landorus will debut in raids in April. You can catch that and take a snapshot to complete that task. Alternatively, you can obtain a Landorus through a trade.
